Democratic lawmakers disingenuously target employer retro pools

Democratic lawmakers should abandon their effort to interfere with how private employer groups spend their refunds from work-injury premiums. 'Cap and trade' plan too costly

The cap and trade legislation is an idea put forth by the Western Climate Initiative, which currently includes seven Western states and four Canadian Provinces. The idea is to cap the amount of carbon emitted from businesses producing over a certain amount. That's been the case when it comes to whether Brown will actually introduce a bill asking voters to approve an income tax. She's leaked out details over the past few weeks: The tax could be between 1 and 3 percent of income, would hit only those earning more than $250,000 a year, and could raise between $500 million and $1.5 billion per biennium.
